DWP Work and Health Programme Official Statistics to November 2024

The latest set of Work and Health Programme official statistics was released at 9:30am on 27th February 2025 on GOV.UK.

The statistics bulletin and accompanying tables show numbers of referrals, starts, first earnings from employment, job outcomes and provider performance levels for the Work and Health Programme (WHP) between November 2017 and November 2024. Additionally, we are providing numbers of referrals, starts, first earnings from employment and job outcomes for WHP Pioneer between September 2023 to November 2024. 

Please note that referrals to the Work and Health Programme (WHP) and WHP Pioneer ended on 30 September 2024 as planned. This affects data for referrals and starts in this release.

The figures are also broken down by referral group, male/female, age and Contract Package Area.

Headline figures:

  • between November 2017 and September 2024, 510,000 individuals were referred to the WHP with 350,000 having started on the programme by the end of October 2024 (when starts ended).
  • 60% of the starts to the WHP were by males, 40% were by females.
  • of the number of participants who started on the WHP between November 2017 and November 2022, 46% achieved first earnings from employment and 31% achieved a job outcome within 24 months
  • in the last three months, the performance levels of the WHP (actual divided by expected number of job outcomes) were 108% (September 2024), 100% (October 2024) and 99% (November 2024).
  • across all regions and providers, overall performance of actual job outcomes for the WHP ranges between 79% (Local London, Maximus) and 109% (Wales, Maximus) of the expected number of outcomes, when summed across the period September 2018 to November 2024. 
  • between September 2023 and September 2024, 27,000 individuals have been referred to WHP Pioneer, with 20,000 starting on the programme by the end of October 2024 (when starts ended).
  • between September 2023 and November 2024 5,500 participants on WHP Pioneer have achieved first earnings from employment and 1,900 have achieved a job outcome
